Add Notes to Count Submissions

It would be useful to provide a notes field for count submissions. Many times a count is not perfect, inventory goes missing, or new inventory is found. We have a variance recorded in RepairQ through the count but ideally the assignee could explain the reason for the variance - or the effort they took to resolve the variance (like looking in back storage).
